How would I get the sort of punk picked bass tone in songs like Betrayed by RKL? Im using an Ampeg Rocketamp RB110 and an Ibanez bass.

If you want more sizzle, you may want to look at an inexpensive fuzz or OD. Punk doesn't worry about the gear, it cares about the intent.

Is 3, or 4 band?
Regardless, start by pulling your lows back a bit.. then, if you have hi-mids, bump those up a bit to get some bite.. them bump your highs just a bit too..

They had something really special
In the live video, the bass player sure sounds like he is using a flanger or possibly a chorus pedal at a slow rate with moderate depth and feedback. The effect is not as strong as Peter Hook in The Perfect Kiss. Hook’s bass is heavily chorused. This gives perspective as the modulation effect used in Betrayed is less extreme and it seems to have been missed.
