Another Second Chance offer thread

Funny this came up in another thread, mines a little different though. I was acctually just bidding on a bass and b4 the auction ended I recieved a second Chance email. Emailed the seller with no responce. I ended up losing the auction and then a few days later I recieved another second chance offer. I emailed the seller as well as the winner to see if he/she really wasnt going to buy the bass. Never got a response from the winner, but heres what the seller sent me.

I will let it go for your last bid price and I will pay the shipping costs and insurance taxes.
We will finish this deal only through eBay.
They will hold your payment and release it to me only after you will receive, inspect and agree with the item.
You'll have 5 days to inspect it.
In order to speed up the things I will start the shipping in the same day I'll receive the payment confirmation.
The delivery process to your location will take up to 6 days.
Please provide me your full name and shipping address so we can get the ball rolling and I will contact eBay regarding our deal.
After that they will send you the information of "how to purchase the item".

The seller had no feedback and I never recieved any messages in my ebay folder. can only guess this is a scam. What do you think Sounds like a scam.

I think its a scam. I've never heard of ebay holding a payment until the buyer inspects an item. You can have a separate escrow company do that, but I'm pretty sure that ebay doesn't provide that service.

About 30 people were busted in Chicago just a couple of days ago for running a second chance scam on e-bay.
