Are Thread Tools now gone on general forums?

I started a new thread yesterday and I just noticed today the wording I used for the title is very confusing, which might be why it hasn’t received any replies. I went to change it, but I noticed the “Thread Tools” drop down where you’d usually go to change it is no longer there. Is this option not available anymore? If I can’t change it, is there a way to delete the entire thread and start over with a better title, or is it just going to be stuck like that forever?

We recently changed the edit time-limit to an hour. If you simply want to change the thread title, you can message one of the listed forum moderators of that forum, or simply post another thread
