Bad frets on totally new bass?

Every fret from 1 to 9 in first - second strings area. Is it normal for totally new, made in 2019, unplayed by me bass? I have 5 more guitars and non of them have this...

I've never seen frets cracked like that, so I assume this is not normal. I don't know how this would happen, or if it is a serious issue. Nor do I know how to fix it, short of refretting.

I do know that if I received a bass like this as new, I would immediately return it.
 
Guitar was made in Feb. 2019. It was on sale from June, i believe. Stock strings are roundwounds. I can't imagine how hard you need to play it in a store to make those scars...
Some people are constantly bending. It's a horrible technique that causes what you are seeing. Sure lower quality and softer frets increase the chances.
