He's talking about "avoid" notes when soloing - all he is saying is that in theory, you can use any mode, but some modes go well with certain chords and some sound "bad" or dissonant, as you have notes which are a semi-tone apart.

He is getting you to play all of these so you can hear for yourself how these sound. If you can't hear this distinction, then no amount of theory will help you sound convincing.

But if you can hear a sound and want to use it - then you can make any mode/scale work, no matter how dissonant.
