Double Bass bass tuneing peg help or maybe cutting help?

Basically I thought my strings were dieing so I attempted to change strings and realized I didnt know where to cut it at so I guessed and Im happy I was able to get high beams for 15.

well I cut to little then i cut to much so I goofed. Like 1st it looked right where I cut, but then I had to many wraps, then I had 1 wrap

are there bass tuning pegs that have string through instead of in if that makes sense. Like guitar tuning pegs. Or where do I have to clip the string before I put it in on music man basses. (Im using a sub now currently saving for stingray tho)

I personally *never* cut now on electric basses; but when I did, I would run the string I was loading 2" beyond the next higher peg (e.g., for the E string I would play out to the A peg plus two inches and then cut). But I like solid witness points through the nut, which means I want to have string wrap right down to the peg ferrules.
