Best Delay for bass?

Timefactor for me. Very versatile, can do simple delay or oscillating madness, expansive expression control, MIDI capability (if that's your thing). I use it with a couple projects and am very happy with it.
 
my fav was the headrush 2. very player friendly. runs the tempo even when its off. set the tempo with button 1, watch the light adjust to what you just tapped in, then turn on the effect with the other button. also makes some funky tape delays, and loops with overdubs.

On the halfway economical side I'd also like to suggest the Stereo Memory Man with Hazarai by Electro Harmonix, which is also great for live use, since it has tap tempo and the possibility to save a preset for every mode; plus it can do some kinda far-out stuff and nice modulations.

However these days I use a Strymon Timeline (because it's wonderful) and an MXR Carbon Copy for all the quacky, fat self-oscillation that the Timeline can't do.
