Wow, you're asking alot of questions tonight!!
Most people really dig on the Moogerfooger ring modulator, normally with expression pedal.
The Frostwave Blue Ringer is pretty highly rated too.
As with all bass/amps/pickups/setup etc, in effects there is no "best." We can recomend you things that we all like, but ultimately, just get out there and use your ears.
