Looking for a pedal or combination of pedals that'll give me long drawn out sound with a sweep low to high and back again sound.

Well that's really more of a volume sweep than anything else. I didn't hear much of a filter at all (at least in that example). A volume pedal will do the trick, but as for automatic ones, try the boss slow gear or various clones of it.
Alright then, I can only speak about what I have. It is an expensive option, Roland GR-55, it has a built-in expression pedal that could control the volume.
You also easily get that high sound with a filter that has a resonant frequncy that's adjustable and not envelope controlled. This guy from Iron Ether will do the trick:

Plus if you get an expression pedal along with it, you have a super versatile filter...
Pitch shifter, volume control, maybe some reverb/ delay. That is what I am hearing.
On an unrelated note, as soon as this genre learns to sing, I am totally on board. I hope the lead singer makes some money with the band, I think he's going to need it for the throat surgery. That sounds like it hurts, and not emotionally.

Perhaps. There's a lot in there that I like and am impressed with, but jeepers I can't listen to screech as the main course.
There are probably a lot of ways to achieve this upper register delay without a synth, but I think most would be pretty complex and difficult to do live.
The HOG has a function where it will delay the envelope of the upper octaves only, but it has a laundry list of problems; mainly the price and size (the sound and versatility are not among its problems IMO).

The POG and the Hog are two different beasts. The POG (+micro POG, POG 2) are all digital polyphonic octavers that do nothing more. The POG 2 has two more octaves to add to the signal (just like the older big box POG), and it also has many different filters and a switchable Q to get the sound your looking for. It may actually do the sound your looking for quite nicely.
The HOG will do it for sure, and also has way more features and useful functions (glissando, freeze, envelope etc), along with the filter section. It is pretty big though.
Like Joe said, I meant the HOG. It's even bigger than the old POG, but an amazing piece of gear.

It is hard to explain why, but I think the easiest way to say it is that it wasn't Tron enough for me, and wasn't unique enough in other ways to get my attention. I only messed with it for a short time, though, and that was a while ago. I wouldn't expect it to be a good filter for emulating that intro, but experimentation may prove me wrong.

^well honestly its a lot of studio work of an orchestra intro into the band with the transition being synchronized by what sounds like a reverse delay you actually hear in a lot of music these days. Take the opening drum hits on Bongrippers Snuff Film for instance:
