Does a booster add more volume to an amps maximum volume?

No, it adds gain to push the preamp section harder or for moderate volume changes.

If the amp is being pushed to it's maximum volume I'd be very worried about blowing speaker(s). If you're trying to add even more volume on top of that it's really asking for trouble.
