Built in FX loop mod??

Greetings everyone,
Got a question for ya. I've got a 3leaf Audio Wonderlove and the EHX Deluxe Memory Man w/ Tap Tempo.

The effects loop in the wonderlove allows fx within it to be active w/o the wonderlove itself being activated. Is this common?

The EHX DMMTT is the opposite. The fx within the loop are only activated when the DMMTT is activated.

would this be a simple mod, setting it up so that it would allow other effects within the loop to sound despite the fact that the delay isn't?

That depends a lot on the circuitry, and your definition of "easy"... If it's true-bypass, I'd say no - not unless you consider building a custom relay-based looper, for switching the chain and pedal on/off. If that's "easy" to you then it is easy...
