Buzz from HF horn

I recently purchased a used Peavey 210TVX enclosure on the cheap. I plan to stack it on top of a (yet to be purchased) 1x15 cab and use it for the high frequencies with a bi-amped Carvin Pro Bass 500.

I plugged it in (with a direct mono signal, bi-amp switch off) at band practice tonight just to try it out, and I got this fairly severe buzz from the tweeter. Once I turned the HF level control all the way down, the cab sounded great.

So my question is this: in your guys' experience, how important is it to have a usable tweeter, particularly when the tweeter is part of the cab that's defining your high end? The Peavey is virtually unuseable with the horn turned up, so should I just bring it back? Thanks for any advice or experience you can share.
