What about a '78-81 Yamaha XS1100? Very powerful bike (95 bhp at rear wheel, impressive even today!) that is supposed to be really good for touring. Usually sell for around $1200-1500. I'm partial to the Midnight Special editions:
I have ridden a big Vulcan Nomad two up, and it is like riding a couch down the road. Very comfy, very chill, less than fun when the road gets twisty... but who cares because road couch.

Mileage- 20k on a 2006 Triumph 675 is hardly anything. 20k on a 2005 DRZ 400 is a lot. I don't have a cruiser but I would think that 20k isn't too bad on one, depending on how it has been maintained.
