Yes, but this in no way implies that the U.S. has excess production of oil.
The U.S. only produces about 1/3 of the oil consumed in the U.S.
The U.S. produces 9 million barrels per day but consumes 18.7 million
barrels per day. The U.S. is #1 in oil consumption.
