Do you lose tone with a lighter gauge?

I don't understand why lighter strings allow a lower action, could someone explain please? Being lower tension, surely they would vibrate more and give more fret noise?

I think my D string is 60, I play with a pick and it's too "twangy", the difference between it open and a D on the A string is too great for me. Would a gauge with a 70 D string help?
