I'm getting really into the synthy kind of sounds, and jonesing for a Meatbox. My amp is a Fender Rumble 60 (60 watts, 12" speaker). Do I need a better amp & cab before I can utilize suboctave pedals?

DOD Meatbox with a small amp

A regular octave pedal like an OC2 will be fine with a small amp and can be plenty synthy. The meatbox really needs a big solid amp to translate.
The "sub" and "low" dials boost 30hz and 60hz, other than that the meatbox is just an octaver. You can use it with a small amp but it doesn't make much sense because your amp won't really handle it.

Aside from the sub-octave stuff, the Rumble 60 covers my home needs perfectly. If I was gonna upgrade to get into utilizing something like the Meatbox, how big do I need to go?

In my opinion you would be better off getting a powered subwoofer, and sending the dry signal from the meat box to your current amp and the wet signal of the meat box to the subwoofer.
If you were gigging you would send the wet signal directly to the PA system for the engineer to add in.

As mentioned above...the SUB shouldn't be attempted with anything but a FOH system. Even the best Bass amps/cabinets are not able to effectively reproduce the punishing SUB frequencies well or efficiently.
What some players do and what actually works and sounds good can often be two very different things.

They mean solid as in 'sizeable', not 'transistor'.
The way to deal with the Meatbox is sending it to the PA and letting the engineer risk his speakers rather than yours.
Great pedals but notoriously a speaker shredder on instrument amps and will sound way better running into a big sub setup.
You need big, professional and expensive. At my band rehearsal place, I tried feeding it into a 1200W PA head into 2 2x15 cabs (don’t know the specs, and they’re old and badly treated, but working). Meatbox only makes them fart, speakers flopping uncontrollably.
A separate, good quality PA sub (or two, or 8) is your best bet. But it is not a play at home home pedal.
I recently got a DOD Meatbox reissue. I noticed a big volume drop when engaging it. I assume this is because I can't hear the low frequencies coming through my small bass combo? I assume because I'm running a regular instrument cable
I don't have a TRS Y-cable to try this, but if I run only the RING send into my amp would I still experience the volume drop?

Yes, most likely your amp doesnt have the frequncy range. The meatbox goes really low. Ive tried to incorporate the meatbox in my rig bit found that is hard to get a good sound that can be translated to different systems. I think an octave like, oc2 or mxr, are as low freq as you should get for a good sound you can actually hear in any system.
