The Fender Bass V, made in the late 60s. It came tuned with a high C.
The first with a low B was probably the one Jimmy Johnson had made in the mid 70s by Alembic.

a good (but not complete) reference for basses
is the book "The Bass Book" if anything its a great book to peruse while on the can
the Bass V only had 15 frets and technically did not add any more tonal options to the regular Fender basses except it was made to be played "across" the neck rather than "down" the neck
Obviously this idea tanked
