The seller says it has frets but they also said they don't know much about guitars. It looks like a treated fretless fretboard to me - awfully shiny for a fretted rosewood neck, dontcha think?

Nah. Should be fine really.
Play with flatwounds and you can get away with it a bit more, if you play hard with rounds it can ding up with fretboard quite quickly.
What bass you thinking of doing it to mate?
