Dots question

Hi everyone!, I have this old Egmond acoustic guitar (I know, it's not a bass), and I just want to know your opinion about this problem. The dots just sunk down into the fretboard, I don't know why, so, can I put new dots without remove the older ones?, or better remove the dots and clean the hole to put new ones?

Remove and clean is always best, but if you can fill with new dots, take the shortcut, if it doesn't work, you are no worse off than before.
