What is the strap wrapped around the nut for , and what is the official name of this item !

I assumed it was to deaden the strings ! I have never seen anyone use this , except in videos !

Typically called fret wraps and are used to slightly damped strings. They make actual "fret wraps" you can buy on line, or you can use a scrunchy (really cheap).

It is really personal choice. Some folks swear by them, so don't need them.

I used one for a few years when I had an active bass that was really hot. Seemed like a lot extra noise when moving positions or open strings ringing. Did what it was supposed to do. Some say you can also fix these problems with technique.
