emg p pickup problem

So i go to put my new bass together for the first time with an emg p pickup with a volume pot and a tone pot. The problem is that the tone pot is working the same as the volume knob. So i have two volumes and no tone. Any ideas what i did wrong, or is this some kind of manufacturers defect?

Miswired I'd wager. EMG has wiring diagrams on their site - just copy the appropriate one.
