Can it be poor man's ACG pre (http://www.acguitars.co.uk/newsarticle.php?ID=63) for one pickup bass?

Nope. The EMG is just a sweepable mid on it's own like used in heaps of preamps. The other type is an SVF, and to my knowledge only Alembic, Wal and AGC have built them commercially.
