EMI caused by my neighbor welder

A 3 phase high frequency start TIG welder can cause all kinds of problems, but I doubt your neighbor has 3 phase in a residential area. I've seen them throw the ground out of phase and screw up anything with a control board.

Nah, no one here would pay for a three-phase connection, even if their lives depended on it, so i guess that everyone on the street must learn to live with it hahaha
 
The non-linear current draw of these types of equipment impacts the local voltage if there is some kind of choke point, like a typical residential service transformer that I'd bet the OP is sharing with his neighbor. Hey OP, are there wires from the pole-mount transform going to both of your houses?
Anyway, wanted to chime in that this is the first thing that came to my mind before reading other responses. I just dealt with a similar issue at a show. We played there 2 months ago and everything was fine. They installed some new fans and a dimmer on the stage circuit, no escaping the noise using the same equipment as last time.
You're right i share the pole with him and many other houses, i mean, there are so many cables plugged in that pole that It looks like a spider web

If the neighbors complain about "voltage drops" when he works that that's 99% likely what the issue is (I kinda do this power quality stuff professionally). Power Conditioner might help, but could get expensive for the features you might need. You could also follow this up with your local utility and tell them specifically that you and your neighbors experience consistent power quality issues when he works. Depending on where you live (and who the utility is), you might get some traction with them... Might also get your neighbor kicked off a circuit he probably isn't supposed to be on with that type of gear.

While rare, our previous house had 3 phase delivered to the house since it was made in 1957. Everyone in that city at that time were given the opportunity to have it. Our house and my sister-in-law’s houses were 2 of them. Our Air Conditioning unit outside was an old 3 phase Carrier unit with heavy cast iron rebuildable compressor that ran on Freon 12 while other’s used Freon 22. This unit after all those years was only replaced when in the 1990’s Freon 12 was no longer available. The High leg of the 3 phase could only come to the outside of the House for use for 3 phase devices.

I think i'll ask him for his working schedule so i can have an idea of the hours that i can practice or record. Anyway, I also plan to talk to the other neighbors to see if we can file a complaint with the electricity company, my last option is to buy the power conditioner that you mentioned (although my wallet is going to hurt :/). Thanks a lot for the information mate!

I've had to install power conditioners in data centers due to having extremely sensitive equipment that wouldn't tolerate noisy AC, as well as having equipment that introduced noise. This past summer, I put in a robotic lawn mower with a boundary wire that cycles at 77Hz. When the mower runs, my music gear picks up the hum with a ton of harmonics. Since I own the mower, I can schedule it to run while I'm at work.

Definitely get with your neighbor for a rough schedule. Otherwise, I see a power conditioner in your future. This is what I've used:

Without making measurements all you can do is guess or throw money at it.
I would think that the issue could be from RFI or conducted powerline issues.
I would also think the city has to guarantee power purity and stability to some spec if you guys can't work it out.
Neither my TIG or MIG welders cause any RF interference at my house but I typically am welding thin material at low current and all my gear is current and up to spec as well as our power panels and wiring.

BTW, I don't know any east coast city that allows 3-phase power in residential areas. I recently tried to get it for a job in MD as 400 Amps will not support new construction and the power company claims we can't go to 600 amps and must step up to 800 amps with a vault.

Well, I'm from Latin America, most small towns like mine do not have strict regulations on these things, if there is a fault with the electricity, they repair it and that's it, it is difficult to get them to help with something "not that important" but I don't think it's impossible, I'll see if they can do something, also, this Is the land of people who work with whatever they have lol, so many people with trades such as carpentry or blacksmithing simply use their equipment regardless of the type of connection they need (nor the potential damage to their neighbors electronic devices Haha)

Whilst I am not discounting his welder. A good indicator would be if the noise gets worse whenever he strikes an arc. Having the welder on might introduce some noise, however. the act of striking an arc will cause a spike in the noise. Typically a person welding is only running a bead for a few seconds. So the welding noise would be intermittent whilst he is welding. I'd be looking elsewhere if the noise is constant. I agree, a power line conditioner might be needed.

When using the single coil, after a certain volume i can hear some noise, a different type of noise if that makes sense, but It Is my understanding that this is a normal behaviour in single coils AND It doesn't bothers me as i like the sound with the single coil almost all the way down. On the other hand, the tone knob does make the noise i'm talking about louder when i turn It up past the middle, It Is barely perceptible but its there, i can make It dissapear with a little adjutment, however, yesterday the buzzing was unbearable and today In the morning the buzz was as always, completely controllable and practically inaudible with some adjustments, That's why I'm suspicious of my neighbor's welder, lol

If It helps, the buzz gets quieter when i place my hands on the strings
You need a hum cancelling J. Arc welders give out electrical noise. It comes from the electrical current jumping the gap. Screening your bass would be a help, too. All unscreened wiring is going to be an antenna for all that electromagnetic noise.

I just dropped the bass with a technician to screen it, I hope It helps. Do you have any particular j pickup recommendations? :)
 
Note that, if the interference is coming through the mains, hum-bucking pickups and shielding won't help that much. Power conditioning won't help if the interference is in the realm of RF. I recommend that you locate the source(s) of the interference before dumping a bunch of money and effort into solutions that may or may not help.

Do you have a way of listening to your bass through a battery powered setup such as a battery powered pedal preamp? If there is no interferences with that setup, it's probably coming through the mains. If there is, it's probably RF.
