Facing issues reinstalling strings

Okay so I took my strings off so I could clean my bass because it was really really dirty. This is a new bass, and I have yet to change the strings on it. I have installed bass strings many times, but this issue seems to come up every now and then. I have no idea how i ever resolve the issue, but when i put the strings on and tigthen them up, the action always seems way too low and I just get a muffle-ish sound and a split second of fret buzz, can't play open strings. Help please, i want to play.
 
Put all of the strings on and bring them up to approximate playing tension.
Check to make sure that they are seated properly in the nut and bridge saddles.
If they still won't ring enough to tune them and you are certain that they are rasonably close to being at playing tension then try leaving the bass overnight.
If the string will sound but adding tension doesn't change the pitch then you will need a new set of strings.
 
Maybe a dumb comment, but make sure that the string windings are wound from top to bottom. My MIM fretless buzzes the open A if the windings aren't wound really low on the peg.

the last bass i got from fleabay was strung up like that, ( windings on the post going from bottom to top ) :rollno:

was virtually unplayable when it arrived, but within an hour & a new set of flats, it plays like buttah :D
