Does anyone when know when the Fender USA P-basses went to a string-through bridge? Also, have their serial numbers always started with a letter? I'm looking at a used P-bass that is supposed to be USA made, but I'm not sure that it hasen't been a re-decal job from something else.

What era bass are you talking about? '50s-'60s? '70s-'80s? '90s-'00s? Are we talking Precision & Jazz only?

"Does anyone when know when the Fender USA P-basses went to a string-through bridge?"

1951 to mid-1957 were string-through body, and mid-1957 to around 1994 were string-through bridge. I believe the American Standard series started using the string-through body again in '95.

"Also, have their serial numbers always started with a letter?"

No, but again what era are you talking about?
