What I am really curious about is can I avoid the purchase of an amp by just buying powered speakers? Lets say I am going to skip the monitors for now and just buy the mixer and the powered speakers, is that sufficient for the moment. Could I go out to a party (saying that they all come with all the cables and what not and I have the mics and stands) and be ready to play?

Yep, that's why powered speakers are nice!
All you need is powered speakers, passive mixer, and some miss & cables and you'll be ready to rock.
I would love to hear some feed back. USED Allen & Heath Mixwizard 16:2 with two USED mackie srm 450's for 1000 or the NEW carvin system [Invalid or Expired Link Removed] Both at a similar price...THoughts??

You will be set for a mixer through several upgrade cycles, that thing is perfectly at home in front of a $10,000 dollar rig (if you can get by with the channel count). The Carvin stuff, not so much.

I run a Peavey PV10 mixer through QSC K12 mains and it sounds fantastic. Non-powered board into powered speakers. I also have the KSub and another K12 for a monitor, but I could easily do without either if I had to.
Just bought the mixeizard for 4. Pretty pumped. Isn't the 3rd generation but I dont think it really matters. Any other suggestions on used powered speakers in case my mackie arm 450 deal doesn't go down?
the mackie SRM450v2's are a great speaker for the price. i have had those full of water, pouring it out, then drying it out, and then it still works and haven't had an issue...don't ask me how, but they are a great speaker. if you could afford the extra cash however take a look at the JBL PRX615 (or PRX612) these sound amazing and are 1000w and will give you a great re-sale.

+1 on the MixWiz! Great little analog b lard, and it should hold you over until you can afford a Presonus or Soundcraft SiC console. Since you didn't score the Mackes, do also agree with looking at the JBL PRX stuff. Sounds very good! QSC k's also work great. On a budget, look at the EV's.
