hi,i started to build for first time a bass.but i have 2 qwestions.should i glue the truss rod?and how can i find if the pickups i have are active or passive?

I think gluing the truss rod depends on what kind of truss rod you get. As far as I know, active pickups require a 9v battery and passives don't, so that's probably the easiest way to tell.

A preamp is "active" meaning it is battery powered/activated - either 9 or 18V. You can use an (active) preamp w/passive pu's. The majority of pu's are passive. Some EMG pu's are active only. They are usually low impedance to prevent hum. What do you have?
