Just a little. Speakers convert amp voltage into sound. There's a limit to the useful amount of sound you can get out of one cab. Two cabs on the 400 is louder than one driven to an inch of its life by 700.

The 700 is a heftier, louder amp, but beyond that point, more watts don't really make you any louder. The speakers can't make anything out of more power than that anyway.

I play in a very loud stoner/prog/metal type band with loud drums and two very loud guitars with my trusty 400rb-III and Sunn 215BH. 240 watts @ 4ohms, cabinet has two 150 watt Eminence Legends and is brutally loud. My volume knob is at noon, boost at 10 o'clock and rarely need to push the master past 9 o'clock or so to be plenty loud at shows. Point is, as previously stated, get the right cab/speakers and these amps will be plenty powerful.
