The Roland FC-200 can be programmed to use the pedals to play notes like a keyboard when midi'ed to a synth .... is the GT-6b capable of this?

No- no MIDI note function on the GT-6B. Wouldn't be a particularly useful feature to build into the firmware considering the small amount of switches it has.
