The E string can be extended (not downtuned) to D.. Those smaller nuts are the frets, for the D# and the E, and the nut for the D of course..
That weird thing on the upper side of the headstock is the D extender. (or E extender?) well.. it wordk like a capo.
 
I only have 2 basses with me right now so here they are.

Fury (no there isn't a big finish flaw above the D string tuner. Just a camera glitch)
