help fender neck date stamp

I recently bought a fender bullet bass deluxe. Serial number E004592 = 1981?
Neck stamp looks like
3 1 6 8 3
Idk what that means. I have 7 vintage peavys and bought this because it was USA fender bass with a tele head and I dug it!

Looks to be an '83. Get the pot codes to confirm. There was a lot of overlap with the E serial numbers. E0 would be an '80 ordinarily, but they mixed them up often so it's not unusual to see a few years between parts in the 80s.

True - the fact that the "made in ..." is worn off is suspicious. Is it USA?

Could it be MIJ? 1984 would be the earliest year from Japan for an E-series number.

It's not worn off it started coming I go and like a dumb a$$ I touched it and it flaked off some of it anyway. He headstock stickers are a little crusty.

And it has the fender marked neck plate which has some wear that matches the wear on the body paint. Idk if I'm explaining that in a way you can understand. Anyway the original owner said it was an 80 who knows. But I don't think it's MIJ looks more like the MIA that I've seen. ??
