I don't understand diatonic 7 chords

Please help! I don't understand what the numbers on the bottom of a piece mean. I.E. 6/5, 9, 8, 7/4, 9/7/3, etc. I understand 6 chords and 6/4 chords but that's the extent of my knowledge. I know that the numbers have something to do with intervals but I've been trying to figure it out by myself and I can't. Can anyone help me?
 
I think the numbers have to do with inversions of a chord. For example, 6/5 is the first inversion (the 3rd is in the bass) and 4/3 is second inversion (5th in the bass).
