Ibanez Mikro 5 noisy unless both volumes maxed

I just got an Ibanez Mikro 5 string bass. While I generally like it, I cannot use the volume controls. Unless both volumes are wide open, maxed out, its simply too noisy! Any suggestions to get the noise level to an acceptable level?
Also not wild about the 2 volume, 1 tone setup. Strongly considering a Tele-style 1 vloume, 1 tone, 1 3-way switch setup. I need suggestions for values for pots and capacitors please!
 
It’s because you have single coil pickups. (Cheap ones at that)
They only cancel hum when both wide open.
Turn one down and you’ll get hum.

A thorough shielding job will help.
The solution is to put in humcancelling pickups
Even high quality single coils will be much better but you’re going to wind up spending the cost of the bass itself for good pickups
