Trying to figure out what effect is being used in this song. Is it an envelope filter?

Yes, that’s envelope from Ralphe Armstrong. Lots of good ones out there, a do-it-all in one is the Source Audio Spectrum. What he used back then was likely a MuTron. The MXR Bass Envelope, 3Leaf Proton, and lots of other good options out there.

Yes P bass with envelope. Not an exaggerated quack sound though. Great song by my favorite fusion band!
