i want to get this bass but if this chip doesnt look it is easy and cheap to fix i dont really want to do it.

OK, but what kind of bass is it? If that's the tip of the headstock it could probably be sanded down and refinished. I personally wouldn't buy one that had that huge of a ding unless it was almost a give-away.
