I don't believe that there's a "one size fits all" answer here. These are very different animals, and only you can decide which would suit your needs better.
Heading to your local store - even if it's not right around the corner - would be my suggestion. At the end of the day, you may just decide that you want to slap that Precision for the time being...

You are listing two great instruments, both accel at just about everything.
The jazz is a classic, and has been the go to bass format for many a pro.
The stingray has an un mistakable sound, is versitile, fitting many different styles of music, and is a wonderfully built instrument, much more consistent in quality than the Fender Jazz.
In the end, it's more how they feel in your own hands, and how they inspire you. They are both very different, but are both perfect in their own way. Only you can make the decision what is best for you.

Well, I would ditch the P and get a J and a Stingray...
Buy one, then immediately start saving for the other. That's what I did.
As far as I'm concerned, everyone should have a Precision, Jazz, and Stingray...and then whatever else you want to mess around with.

I own and dig both equally, but if I really had to choose it would be a Stingray.
I am a Stingray guy. I love the look. I love the bite. But you probably can't go wrong with either.

I currently own a StingRay and Fender Jazz. Both are awesome in their own way.

I love Jazz Basses. They are my favorite Fender Bass hands down, but there is something about a Stingray that is a cut above most Fenders I've played - even American made ones. Also, I've read a lot of comments on how Stingrays lack versatility, but the 3 band eq let's you dial in some really different tones. Take that a step further with the HH Stingray's switching and you can nail Jazz and P Bass tones pretty convincingly.
The three band EQ on the stingray is a terrific thing, I really enjoy it. But I also own an play several jazz basses and precision basses and others. I like variety.
Have both, love both. Get both.
Jazz is a much tighter neck at the nut from your P, and the Stingray is a physically smaller instrument. Both will punch, growl and snarl in their own wonderful ways.
Add them to your P, and with the full set you can move on to the later stages of Leo's career and start working on your G&L collection.

I LOVE Music Man basses, and think they're the best built mass produced basses out there. I also think anyone remotely interested in what they do owes it to themselves to give one a shot. All that said, I voted Jazz, because (in my experience) Stingrays sound like Stingrays, and while it's a damn fine tone, there's no getting around it. If you'd said Sterling, Bongo, Big Al, any other model, I'd have gone with Music Man all the way. Let me ask you this: have you considered the new Caprice? It's MM's passive P/J, and it's pretty thoroughly amazing. It's like a Fender bass if Music Man made them, aesthetically, tonally, and in terms of build quality. Might be your thang.
As much as I hate to inflate anyone else's GAS, I agree with that.
In the end, as plenty of people have said before me, it's totally up to you as far as what to go for first. I voted Jazz, mainly because that's what I'm workin towards, now lol. Got the P and the Ray.
But either of those, I'm positive you'll be happy with. I'm startin to realize you can make almost anything growl with the right attack and setup. They don't all require the same thing to get the growl, but it's achievable on almost everything I've played with (almost, but some just aren't made to do it IE: a fretless).
