All the music I find for this song has the bass and piano written in different keys (piano in D bass in C) also, the bass part appears to be written an octave lower than it is played. Is there a reason for this, or did I just get a bad arrangement?

The key is different because the bass is intended to be tuned a whole step higher than normal: A-E-B-F#, "solo" tuning. You play in C with tuned up strings = D.
Bass music is normally written an octave higher than it sounds, but you'll see music written at pitch which is what you have. You'll need to learn to read it that way.
