It's okay if there are people that would appreciate and even pay that amount for it, whether they play it at bar gig or put it in a glass case in their living room.
It's also okay if people think it's ridiculous, ugly, silly and not even remotely worth the asking price, regardless of who made it.

Is it OK to use the instrument, probably built with great skill, whether loved or ridculed, as a "proving ground" for mostly real bad attempts at humor??

The part that I find silly is not the work performed. I appreciate the custom work, separate from the content/theme.
It's the fact that it was wasted on a bass that looks to be about $200 worth of materials, $400, counting the pups. Cheap bridge, cheap tuners, 20 frets, no controls, etc.
The bass itself doesn't have much value. So, they're asking $21k for the cartoon carving, inlays and airbrush work. Which, if I'm being even more honest, that airbrush work isn't exactly the best I've seen.
So, it's not so much that it's ugly, or silly, or that the work involved isn't appreciated. It's the asking price. $21k for what, exactly?
Now, if they had done this custom theme to a bass that was already going for $10k+, then I could see the $21k price tag.
But they started with a $200 bass and I don't see $20k+ in custom work here.
That's my gripe.

I think that you're being a bit low on your estimates regarding the cost of parts, components etc.
I also see that somehow, that bass was built in sections that can be dis-assembled, and I have no idea what that entails, but I would imagine- there's some labor-intensive stuff there.
How about a Rolex? Friend of mine has a connection, I could buy one for waaaay under market if wanted. Jewelry has a redonkulous mark-up.
So does FCS, it's a banner, much like Rolex. So does a Sadowsky, e.g but let's not go there.
This is a one-of FCS, special design, bla blah blah. Sure its priced to a point that makes blood boil (or bad jokes appear) it is what it is. You're (well, not you) paying for the provenance and the maker's mark.
I state again that Mr. Huber knows exactly what the market bears This is not the 1st FCS outrageous creation that has been built or sold.
Maybe there's something about the "Minion" theme that causes angst. This one is a piece of pop-art, not a player' bass for the corner bar gig.
You can get one of those, a good one for $2K or less.

Now that is awesome, much like The EBMM Auction models for charity. Very cool, and maybe the Dealer bought it to give the Foundation the $$ and wants to re-coup some by offering to the public. Of course IDK if that's the case. Either way- Nice, thanks for finding that. In the barrage of "Take my Bass, please!" humor, that got lost.

It's $22K cool if you're a wealthy collector who want to own this one-off as part of his display collection.
I know rich dudes who collect valuable art, valuable guns, valuable jewels, you name it.

If you happen to be Joe Working-Man bassist then no, this would not be a cool novelty for you.

To be honest, I couldn't really understand why Fender would build a bass like that for a music store in the Midwest to sell. It didn't make much sense. But not much does these days, so I didn't give it too much thought.
Building them to sell for charity makes it all make sense now.

It looks like there are threaded inserts around the transparent section of the Minions section, so if it were to implode, I guess it could be replaced with another. You could always contact Thorn & if you didn't get put in the spam folder or ignored, maybe they'll tell you.

I thought I read that it was carved out of wood, in the description. It didn't say if it was separate or part of the body. Probably a separate piece, if the body is a bunch of pieces that fit together (?)
