IMO:
Absolute best bang for the buck @500W, with FX loop; GK MB500.
Had one several years ago, solid build, less than 4 lbs, 1U, better tone shaping than anything GK puts out until one gets to the 700RBii and beyond. FULLY loaded.

Also consider the GK MB210 or MB212 combo (both 500W but without FX loops).

* I am not in anyway affiliated with GK etc., just had enough GAS over the years to support an army of bass gear line workers on several continents. *

Rumble 100 combo and 200 head are the smallest of the rumbles with fx. Both small and light, but IDK if they are "-est."

Lightest and smallest, under 500W, with effects loop....gotta be the Hotone Thunderbass.
At 440 grams and 128mm × 75mm × 59.5mm it's smaller than the burrito I had for dinner last night.

I do too. It's a great little practice/recording head.
OP gave a max wattage, didn't say anything about a minimum.

I stumbled upon this little used genz Benz shuttle 3.0 amp on Friday. Perfect for an old bass player idiot me coming back from the “Dead.”

I think it has an effects loop but I’m not sure.
Seems to work pretty good with my new Aguilar 112SL and lined out into my new friend’s home PA.

Another vote for the GK MB-500.

Awesome amp. Effects loop. Dual channel. 350 watts at 8ohm.

Less than $600.

And I even like the color.

+1 for the GK MB500. It's so small it can easily fit in a gig bag pocket. I keep mine in my cable bag as a spare head. It's light, rugged, loud and sounds good too! I've checked out the MarkBass, Peavey, Genz Benz, Ampeg and Quilter offerings and none of them are as small or as light as the MB500.

Not true they are at least 500,i gig one every weekend for the last 3 years and never ever had it be too week

Besides, it has a volume knob (and a big one at that! ). For $250-ish used, assuming it is more than 500w in comparison to other brands, headroom is always good. My BV1001T (tube pre amp version) has some serious kick to it.
