Long scale to short scale

probably not, but if such a thing did exist (shorty neck made to fit a long-scale body) it would likely cost well more than the whole bass.
 
I've done that type of conversion using Mustang and Bronco necks. The necks were too narrow for the neck pockets so I shimmed them on the sides, but there was enough adjustment in the saddle intonation that I didn't have to relocate the bridge plate.

Having said that, I'd go with the capo.
