In the higher end of small amps I recommend the GK MB 150 S. It has a lot of goodies and includes a headphone output. Sound quality is superb, I love mine.
In the low priced sector the Traynor DB50 is a good buy and has a headphone outlet. The sound quality and volume is very good for an under $300 combo. I prefer it over the SWR LA and the Roland Cube 30 based on side by side in store comparisons.

Great value here, I have to agree.
I still have and use my old Traynor Bloc 40 B that my Dad bought me in 1985-86 when I was a teen. The speaker just recently started complaining about my P bass, so last week I rented one of the Traynor DB50s to try out, and the tone is almost exactly the same as my old 40B. The new lower-end combos like the DB50 are manufactured in China, but they seem to be well built, after only a week.
Lots of features: 18 Lbs, tilt back design, RCA audio inputs, headphones out, and a very sturdy handle that is part of the chassis. Oh, and 50 watts, which are the fabled "Traynor watts." Lots of volume for a practice amp, more than you will need.
EDIT: although a Canadian company, the DB50 retails at Long & McQuade (the company that owns Traynor) for $275 CDN, so good deal in the US on the DB100.
IMHO, you don't need to spens anywhere near $1000 for a practice amp. I'd get a small combo for $200 and save the rest toward a bigger amp for gigging, when you have a better idea what you like.
In the meantime, take a look at the GK Backline 110. It has plenty of power for practicing, has a headphone out, and sounds good.
