Looking for suggestions and a place to start looking for a head and cab

Where do you live? New? Used (most for your money). Where you are helps to know what you have available.
Careful with that - it's how I ended up with 80 lbs of inconvenient combo amp (and I live on the second story with no elevator - so I really need to do some repackaging as I'm too cheap to just buy something different since I got it for ~$80...at least until I do a much better job playing bass and can justify the expense.)
Given that you don't really appear to have a need to rush - "looking for a upgrade in the future", don't rush into anything. Take some time to understand the options and tradeoffs and what you can do these days in terms of weight and size that might not really have worked in the past, before you jump. Sure you can always sell stuff off, but it's a hassle, and you often lose money on it, so take a little time to consider what you can find, and what of that you should even consider, before getting too excited.
Used will be best bang for the buck, and what's available used will vary, not only with area, but also from day to day as stuff gets posted and removed. Given the weight, size and cost of shipping, looking locally is generally the best bet. Then again, given the weight of some things, you may decided you could actually stand not to ever own one, at least if you need to drag it around the city to use it.
And you may need to do (or have the group help with ) some reality checks - someone an hour away from me on craigslist was trying to pass off some 245W 15" speakers as "2000 watt" - and said 15" speakers had an X-max of 1.54mm, making for fart-out at about 45W drive in the 70Hz range with the best box I could simulate. Big, ugly and totally gutless - not a great combination. But good stuff does show up used if you are patient, and alert (the good stuff does not generally last long, used.)
Now, if you really want, say 2 115's, this looks like a nice price on those, if as described - but 2 115's are a bear if, say you need to go to a gig on public transit, or space is otherwise any sort of concern. Yes, they are PA cabs - PA cabs and "modern" bass cabs are largely the same thing (except when they are not...)

If you can manage a bit of patience, and your need is not too urgent, you could try to hold off until after the next Toronto get together (GTG) which appears to be fomenting in the "Social Events" forum (look at the end of it, the beginning is years ago.) That might give you a chance to try a bunch of things (and possibly buy a few of them, but that's really not my point, here) so you'd have a better idea about "I like this / I don't like that" that isn't based entirely on who you choose to believe and share the opinion of, but on your very own ears. Because there really is no one best rig, and there are pretty much an infinite variety of opinions on any given rig here.
