Loose Cloverleaf tuners when strings off

I have 2 J Basses , when the strings are off , one of them has loose tuning rods , the ones with the Cloverleaf Paddle , not the geared shaft that goes through the headstock that the string sits in , it`s almost like the bracket they sit in doesnt hug the peg enough . The other bass has the Paddle-rod supported quite firmly even with no strings .
Not a problem as it never goes out of tune but is that normal for J or P basses in anybody`s experience ? When its tuned and tensioned its nice and firm and smooth to turn , consequently the firmer one is tighter to tune when tensioned . Not losing sleep , just curious .
