Yeah, that's pretty hard to beat. Adding a second cab for the OP's "Loud" requirement will add a bit more cost, but it's a screamin' deal.

Yes, definitely see what's available on Craigslist around you and in the CL classifieds. Used goes farther.
At new prices, take a look at Carvin's Microbass combos. About $400 will get you 200 watts into a number of different speaker combinations (1x15, 2x10, or a three-way with a 1x12 plus 6.5" and a tweeter), and they take extension cabs.

A single Genz Benz Contour gets silly loud and accepts extension cabs (via Speakon connection) in order to access the full 500 W. Personally, I also love the tone (I've only tried the 210). Pro Audio Star has a brick and mortar that just had a flash sale. They may be willing to go even cheaper than the posted price if you give them a call. If it doesn't work for you, you can recoup most of your money and try something else. Resale is very close to that deeply cut new price.
I have a Peavey Nitrobass and 412 TVX half stack that has all the power I need, and has a decent tone range
For an economical rig I dont think I could have done much better at the time.
The 412's are tough to come but but I do see the 410 TVX cab come up pretty often.

I vote used Hartke or Peavey. You can probably find a head/410 set up for under $400 and it will be plenty loud. I've owned a few. But, it will be HEAVY.
Those are sharp, especially the combos! Huge upgrade from the looks of them.
I 2nd this. I have a Contour CTR500 115 with a Genz Benz Focus 115 external cab and it is loud as hell. Love the sound and for the price (each piece was under $350 bucks at Proaudiostar)
