Some luthiers will build a bass you've designed, but I think it's safe to say that most won't for various reasons.
If you want to become a luthier yourself, try contacting one who lives nearby, or in the same country as you, and ask her/him how s/he became a professional instrument maker. S/he should have some very good career path advice for you.

I do not know the best school but here is link to some, just scroll down to schools. The one that came to mind is LADO which is in Canada. He has built some really nice looking basses.

Lots of'em, really great luthiers, are autodidacts, that wanted their bass built by themselves, or couldn't get the bass they wanted.
So start by learning things about woods, and different things from net, and start trying by yourself!
