Measuring speaking length...

Tried looking in the archives, but might be wording it wrong. When measuring the speaking length or ball end to silk, is the ball end included in the measurement? I have a bass that is right at 34" to the nut, and even though the ball end is rather small, that amount of length could open up a much wider range of strings available to use on that particular instrument. I know that silk windings can vary slightly due to human involvement, but knowing whether the ball is included could give me enough info to decide if I want to take a chance on trying out a new set...
