Given that it seems to cut everything above 4.5khz does this mean it would provide a good speaker cab sim function if you were going FOH without an amp?

Im not sure the other switch for cutting below 150hz would be very useful for bass players though?

140hz is a little high for bass. I'd feel the lack of bottom end on the B/E/A strings..
The 4.5hz top end cut, seems an ok idea, it should work well, assuming you have a tweeter equipped cab already. Otherwise, you might not hear much of a difference.

could be used as a band pass filter and extra volume for soloing

Would actually be great for sets switching to acoustic guitar- easy to trim the bottom off or cut maybe unusable acoustic pickup junk.
