Is the opening (first) bar played in one up-bow, so the second bar falls on a downbeat?

Each bar has a downbeat, so up/down or down/up works. I've seen the first measure split so both downbeats are on a downbow.

One more thing, please, same work...@ bar 78, (from the IMSLP score) the "sul RE" I am assuming the F# note indicated is to played on the D (RE) string, yes, but as a harmonic? The actual note shape is different.

Yes, on the D string. You'll find that F# harmonic almost exactly over the F# in 1st position, or over the B in Simandl 4th position. You don't need to find the one down past the fingerboard. The note will sound two octaves higher than written.
