P bass noise help

ok guys, i have a 2000 fender p bass which is my first
bass. I love it to death and has been the most reliable bass
of all. just threw on a black pickguard and now she looks great(all black with r/w fretboard) plus badass II and SD basslines.

now, everytime i plug her in, there is a great deal of noise going on and i need help on getting to the bottom of this problem.

pickups too hot?
shielding?
pots?

can you guys help me?

So the noise only started after the pickguard change? If so, something may be wrong with the wiring.

no, it has really always been there... especially after i changed
pickups

Ok, fair enough. Does the noise go away if you touch the strings? Does it go away if you touch the knobs?
