P-bass Tone Problem

My friend asked me to look at his Squier P-bass for him, for some reason when you turn the tone control all the way down the signal completely fades out, the volume control works fine and the tone works it just for some reason cuts out completely when turned down. My guess is that the pot is just bad which would be a quick easy fix. Has anyone else had this problem or knows the solution?
 
The tone pot sends a signal through the tone cap to ground. So even if the pot was bad, it would never be worse than with the tone down all the way. If the pot was not grounded, it would do nothing.

It sounds more like the tone cap is shorted out, so that the tone pot is acting like a second volume control, sending the entire signal to ground.

Open 'er up - I bet that there is a bare wire touching the center lug of the pot.
